SUBJECT:
Council Consideration of a Bid Award for the Alternative Bid Schedule and Additive Bid 1 for the School Zone Crossings Phase I Project to Powder River Construction, Inc., in the Amount of $250,538.75 (1% Project).
BACKGROUND:
This project originated from the Safe Routes to School Planning Document, to provide greater pedestrian safety at street crossings. The Wyoming Department of Transportation amended their Transportation Alternative Program, which allowed for pedestrian crossings above and beyond school crossings to be project eligible.  The City applied for and received a grant though the WYDOT Transportation Alternative Program in the amount of $193,640. The grant requires a 20% local match. The initial proposal included 15 locations where improved pedestrian crossings were needed, along with a portion of sidewalk along the east side of Gurley Avenue, to provide students walking from the north a path to get to the new Lakeview Elementary School. Two bid schedules were set up with an option of a combination of hardwired beacons and solar beacons (Base Bid Schedule) or an all solar beacon installation (Alternative Bid Schedule). There was also an additive alternate schedule (Additive Bid 1) which was for work associated with the installation of sidewalk along the east side of Gurley Avenue.

Bids were opened on March 24, 2015, at the office of the City Purchasing Division, Central Warehouse, 800 N. Burma Avenue, Gillette Wyoming with the following results:

One (1) bid was received:
Powder River Construction, Inc.
- Alternative Bid Schedule - $216,556.25 
- Additive Bid 1 - $33,982.50
- Grand Total - $250,538.75

The bids have been reviewed and the bid submitted by Powder River Construction is a qualified bid. Staff recommends award of the Alternative Bid Schedule and Additive Bid 1 based upon available funding.

The contract requires the work associated with the Additive Bid 1 to be substantially complete in 30 working days, the Alternative Bid Schedule work to be substantially complete in 60 working days, and all work finally complete and ready for final payment within 80 working days. 
ACTUAL COST VS. BUDGET:
The Engineers estimate prepared by City of Gillette Engineering Staff was:
- Alternative Bid Schedule - $236,656.20
- Additive Bid 1 - $39,736
- Grand Total - $276,392.20.

Funding for this project has been allocated from the WYDOT TAP Grant ($193,640) and matching funds from the 1% Optional Tax Accounts  201-10-05-419-70-47403 (Traffic Signals) and 201-10-05-419-70-47406 (Bike and Walking Pathways).
SUGGESTED MOTION:
