Council Consideration of a Bid Award for the Gillette Regional Water Supply Project Phase I District Extensions to Redpoint Contracting in the Amount of $5,580,150.00.
BACKGROUND:
This is the first project to provide water to water districts as part of the Gillette Regional Water Supply project.  This project will extend water to Cook Road, Bennor Estates, Overbrook, Rafter D, Spring Hill Ranch, Southfork, and Antelope Valley.  To facilitate these connections, this project consists of the installation of approximately 54,000 lineal feet of 12" and 8" PVC water main, two pump stations, and seven control buildings.  

The Antelope Valley connection will be made by connecting to the new pipeline at the corner of Patty Ave. and Schoonover Rd. and running a new 12" PVC pipeline to the Antelope Valley water tank.  Spring Hill Ranch will connect to the City of Gillette Distribution system in Hidden Valley Rd. with a new 8" PVC pipeline that will connect to their distribution system near their well site.  The remaining five water districts will connect to a 12" PVC pipeline that will begin at the Z1R5 tank in the Doud Ranch Subdivision.  This pipeline will be installed in Rock Rd., Brahma St., Roany Rd., and along Force Rd.  Connection to this pipeline for each water district will be made with 8" PVC pipelines.  All seven water district connections include a control building that will house a water meter, backflow preventer, supervisory control and data acquisition (SCADA) equipment, and all other necessary valves, piping, and equipment to provide water to these districts. 

This project was advertised for bid on March 20th, 27th, and April 3rd.  A pre-bid meeting was held on March 26th at the City West breakroom.  The City of Gillette Purchasing Division opened bids on April 9th at 2:30 P.M., at the City Warehouse. Below is a summary of the five bids received:

*Bid value was corrected due to numerical errors discovered by DOWL during bid review.

DOWL provided bidding phase services for this project, which included a review of the bids.  They discovered numerical errors as noted above, but these errors did not change the outcome of the bid.  DOWL has provided the attached recommendation for award to Redpoint Contracting.  Also attached, is the WWDC concurrence for the proposed motion to award this project to Redpoint Contracting.
ACTUAL COST VS. BUDGET:
The budget for this project is $9,600,000.00, which includes engineering, land acquisition, and construction phase inspection services.  The Engineer's estimate for construction at the time of bidding was $7,045,260.00.  This project is eligible for reimbursement from the WWDC through the 67% grant and the remaining 33% will be paid with Cap Tax.
