This project consists of the furnishing and installing of a new 300,000 gallon water storage tank and associated piping and appurtenances. The project was bid with a lump sum base bid for a welded steel tank with a welded steel dome roof and a bid alternate for bolted steel tank with an aluminum geodesic dome roof.
The base bid and alternate included a spiral stairway, inlet/outlet piping, overflow piping, drain piping, piping connections to the existing Gillette Madison Pipeline, tank appurtenances, electrical, instrumentation, controls, overflow discharge structures, general site work, site restoration, and all other incidental items required to complete a functioning system.
This project was advertised for bid on March 13th, 20th, and 27th. A mandatory pre-bid meeting was held on March 19th at the City West break room. The bid date was extended from April 1st, 2015, to April 8th, 2015, due to requests from several bidders. The City of Gillette Purchasing Division opened bids on April 8th at 2:00 P.M., at the City Warehouse. Below is a summary of the bid received:

Burns & McDonnell provided bidding phase services for this project, which included a review of the bids. The bid from COP Wyoming was reviewed and considered complete and is considered an acceptable contractor. However, their bid was much higher than expected and is above the available budget (see below). Therefore, Burns and McDonnell has provided the attached recommendation for rejecting all bids and rebidding at a later date. Also attached, is the Wyoming Water Development Commission's (WWDC) concurrence for the proposed motion to reject all bids. |
