| Council Consideration of a Bid Award for the Gillette Youth Learning Center Renovation Project to Norton Construction, Inc., in the Amount of $819,590.00. |
| BACKGROUND: |
The City of Gillette has formed a partnership with the Campbell County School District and the Boys and Girls Club of Campbell County to develop a rehabilitation plan to renovate key systems in the 40-year-old building, previously home of the Lakeview Elementary School. These improvements will allow the building to continue to serve the youth in the community as the new Gillette Youth Learning Center. This project will construct the necessary improvements to coincide with the Wyoming Business Council Community Facilities Grant as awarded to the City of Gillette.
The primary components of the facility improvements include; mechanical/HVAC upgrades, roof replacement, interior light fixture replacements, and sanitary sewer service upgrades including associated sidewalk replacement. The project is expected to begin in the summer of 2015 and to be completed in the fall of 2015.
The Contractor selection for the project has included a competitive bid process in accordance with the Wyoming Business Council Grant guidelines. As a result of the bidding process, the City received bids on April 22nd, 2015, at 2:00 p.m. at the City of Gillette Purchasing Division. The following bids were received:

Bid Analysis
The unit pricing for the lamps and ballasts are to be applied as a charge or a credit to the actual count of each item either over or under the Architect's estimated quantities already included in the base bid.
The bids submitted by Norton Construction, Inc. and Van Ewing Construction, Inc. were both complete and did not contain any informalities.
The Bid Award recommendation from Schutz Foss Architects, P.C., and the bid tabulation are attached for reference.
