This project includes improvements on Westover Road from the west end of the Burma Avenue project to east edge of the Highway 50 (Skyline Drive) project including rebuilding the drainage pan and approach of Westover Road into the intersection of Highway 50 from the west. The project includes reconfiguration of the power lines along the road as well as storm drainage improvements. The road will be a three lane section of concrete pavement with curb, gutter and pathway improvements to match the portions previously reconstructed with Burma Road and Highway 50.
 
Bids were opened and read aloud on May 6, 2015 at the office of the Purchasing Division at the City Central Warehouse. Four (4) bids were received as follows:

Powder River Construction, Inc. - $1,311,564.50
DRM, Inc. - $1,338,670.50
S&S Builders, LLC - $1,486,313.60
Mountain View Builders - $1,588,744.00

Engineer's Estimate - $1,621,199.81

The Project was designed by PCA Engineering, Inc. PCA has reviewed the bids and has determined that Powder River Construction, Inc. is the lowest qualified bidder. PRC has indicated they are comfortable with their bid and has the necessary resources to complete the project in the allotted time. The contract time allotted for the project is 90 working days.

The funds for this project are budgeted in the 1% Sales Tax Fund for Street Enhancement, Account #201-10-05-419-70-47401.

I move for Approval of a Bid Award for the Westover Road Improvements Project with Powder River Construction, Inc., in the Amount of $1,311,564.50 (1% Project).
