SUBJECT:
Council Consideration of  a Pre-Construction Services Agreement with Van Ewing Construction, Inc., to be the Construction Manager At Risk (CMAR) for the Gillette College Student Housing, Phase II Project in the Amount of $35,000.00.
BACKGROUND:
The City and Gillette College are partnering to construct  the second phase of student housing on the Gillette College Campus in Gillette, Wyoming. The City and Gillette College entered into a Memorandum of Understanding on December 16, 2014 which identified a project budget of $12.5M and split the debt service of the project cost 83% to the City of Gillette, and 17% of the project cost to the College.

The proposed project will include a single building to provide living quarters for approximately 150 students, a kitchen and dining hall, laundry facilities, office space for two employees, classroom/study room, custodial and storage areas, associated site work, and landscaping. The layout of the building and parking will correspond with the latest Gillette College Master Plan.
It is desired by Gillette College to have the residence hall open in the fall of 2016.

The City received six (6) proposals on the Construction Manager At Risk (CMAR) for the project. The selection committee, comprised of representatives from the City, Gillette College, and Architect reviewed the proposals and narrowed the list to four (4) firms to interview on the project. Interviews were held on May 7, 2015 and Van Ewing Construction, Inc. is being recommended by the selection committee to serve as the CMAR for the project.

The proposed Pre-Construction Services Fee is $35,000. Pre-Construction Services will include providing value engineering, development of a project schedule, providing budgetary estimates/preliminary pricing based upon Schematic Design and Design Development Drawings,  formulating bid packages, providing phasing recommendations, reviewing constructability of project components, identifying long lead time items, and setting the Guaranteed Maximum Price(s) (GMPs) based upon the Construction Documents.

Van Ewing Construction, Inc. has several years of experience working with the CMAR delivery method, is very familiar with the local construction market, and has indicated they have the availability and manpower necessary to meet the schedule demands and serve as the CMAR for the project.
ACTUAL COST VS. BUDGET:
A Reimbursement Resolution was approved by the City Council on April 14, 2015 which will allow the project costs to be eligible for reimbursement by proceeds from the release of Certificates of Participation issued by the Statutory Trust formed to finance the project.

Funding for the project will be from the Special Projects Account #001-10-04-419-90-49004.
SUGGESTED MOTION:
I move for Approval of  a Pre-Construction Services Agreement with Van Ewing Construction, Inc., to be the Construction Manager At Risk (CMAR) for the Gillette College Student Housing, Phase II Project in the Amount of $35,000.
