Council Consideration of a Professional Services Agreement for Design and Construction Management Services Associated with the Campbell County Fire Station No. 3 Project with Schutz Foss Architects, P.C., in the Amount of $257,170.00 Plus Reimbursable Expenses Not to Exceed $5,000.00. 
BACKGROUND:
The City of Gillette, Campbell County, Town of Wright, and the Campbell County Joint Powers Fire Board are partnering to construct a replacement Fire Station for the current Fire Station No. 3. The proposed Station No. 3 will be located on the west side of Enzi Drive at the current southern terminus of Running W Drive. The new location will provide for quicker response times and better serve the south-central portion of the community.

The 1.5 acre property for the project was acquired from the Campbell County School District by the Campbell County Commission via a long-term lease. The lease also provides enough property to include a sixty (60') foot street Right-of-Way to provide direct access to Enzi Drive. A subdivision plat will be prepared as part of the project to dedicate the necessary street Right-of-Way and plat the lot for the new Fire Station No. 3. 

The scope of work for the design of the project will include work elements associated with the planning, design, and production of bidding documents for the proposed Fire Station No. 3. The design will utilize the floor plan concepts and basic program previously developed as part of the prototype satellite fire station design for the Campbell County Fire Board. The project will include the design of the approximately 6,000 SF building, associated site improvements and landscaping, necessary utility extensions (water/sanitary sewer/storm sewer/etc.), and street extension from Enzi Drive west to Running W Drive (approximately 400 LF). Additional work elements will include finalization of the geotechnical report, design reports for the utility extensions, a drainage report, preparation of a commercial site plan, subdivision, and landscape plan.

The City solicited proposals from Architectural firms for the project and received responses from four (4) firms. The proposals were reviewed and a short-list of three (3) firms were interviewed on May 6, 2015 to be the designer for the project. The selection committee, comprised of members of City staff, Campbell County staff, Campbell County Fire Department staff, and a member of the Campbell County Joint Powers Fire Board, recommends the services of Schutz Foss Architects based upon the competitive selection process established for the design consultant selection.

The fee of $257,170.00 includes architectural, structural, mechanical, electrical, and civil engineering services, geotechnical services, design survey, subdivision platting, contract administration through construction, construction staking, and construction testing. Reimburseable expenses will be charged in accordance with the schedule provided as part of the fee proposal in an amount not to exceed $5,000.
ACTUAL COST VS. BUDGET:
Funding in the amount of $3,984,660.00 for the project has been acquired from the State of Wyoming County-wide Consensus program.
