Council Consideration of a Street Closure Permit on Gillette Avenue from Second Street to the Burlington Northern Santa Fe (BNSF) Yard on August 8th, Between 9:00 a.m. and 9:30 p.m., for a Roof Top Concert Festival, Requested by Gillette Main Street, that will Include an Open Container Permit Between 2:00 p.m. and 9:00 p.m..
BACKGROUND:
Sam Clikeman, Gillette Main Street, is requesting a street closure for Gillette Avenue between 2nd Street and the BNSF Yard. This request is for a "Roof Top Concert" Festival, with the band playing from the roof of Big Lost Meadery. Other activities may include a corn hole tournament and a rib cook-off. According to the applicant, this type of event does not occur elsewhere in Wyoming, or the region.

The date of the event coincides with the Sturgis Rally, and the first weekend of the PGI Convention. The cost to attend is $10 per person, with an additional fee of $10 for persons participating in the corn hole tournament.

There will be two entry/egress points: one on 2nd Street just east of Gillette Avenue, and the other at the corner of 1st Street and Gillette Avenue.

The applicant is also requesting an open container permit between the hours of 2:00 p.m. and 9:00 p.m. Participants that are both under, and over, the age of 21 will be required to wear a wrist band. The wrist bands will indicate the appropriate color for those who are 21 and over, and those who are under the age of 21. No alcohol will be dispensed outdoors; alcohol will be dispensed inside the four licensed establishments located within the street closure. They include: Big Lost Meadery, Center Bar, Montgomery Bar, and The Chophouse. Each establishment with alley access will provide security and wrist banding for those who may enter through the back of the establishment. There will also be security staff during the event ensuring that only those 21 and over are consuming alcohol/malt beverages.

The applicant is working with the City Building Division and the Fire Marshal to ensure that safety, regarding the roof top operations, has been addressed.

Lieutenant Wasson has met with the applicant to discuss existing plans for the event. Mr. Wasson is also going to meet with the applicant prior to the event, to discuss operational concerns and planning.

The applicant has contacted all businesses located within the requested street closure. According to the applicant, all businesses have reviewed the proposed request and have signed the Notification of Street Closure form.
