Following review of a Report of Building Structural Assessment completed by Consolidated Engineers, Inc. in April, 2015 concerning the condition of the existing roof on the City owned AVA building, it was determined that a complete replacement of the roof is necessary. The City solicited the services of CEI and Dale Buckingham Architects to prepare bidding documents for the roof replacement of the structure. The project included a base bid to replace the roof and steel deck of the main building (Roof Area A) and additive alternates #1 and #2 to replace the membrane roof on the art and storage area (Roof Area B) and the boiler room (Roof Area C), respectively. The advertising took place on June 12, 19 and 26. Bids were opened on June 30, 2015, with the following results:

The Wyoming Roofing & Supply, LLC bid was rejected due to the following irregularities:
1) The bid form and the corresponding bid bond were supplied by different entities.
2) Evidence of the authority of the estimator to sign the bid on behalf of the company was not provided.
Hladky Construction, Inc. is the lowest responsible bidder in accordance with the recommendation of the engineer (copy attached).
Staff recommends accepting the base bid of Hladky Construction, plus additive Alternates #1 and #2, as follows:
