| Council Consideration of a Bid Award for the Base Bid and Alternate 1 of the Gurley Overpass Pier 5 and Abutment 2 Structural Repairs to S&S Builders, in the Amount of $167,830.00 (1% Project). |
| BACKGROUND: |
|
The Gurley Overpass Pier 5 (base bid) and Abutment 2 (Alternate 1) Structural Repairs will consist of the rehabilitation of weather damaged concrete, installation of cathodic protection, epoxy injection of concrete cracks, waterproofing, and joint sealing of Pier 5 and the North Abutment (Abutment 2).
In 2010, the expansion device at the mid point of the deck, the support bearings on the north half of the span, and the deck were rehabilitated. In 2013, the deck of the overpass was sealed with epoxy to extend the life of the deck work done in 2010. The proposed repairs will correct water and weather damage done to Pier 5 (first pier on the south side of the BNSF main line) and the North Abutment.
The work at Pier 5 was bid as the base bid and the work on the North Abutment was bid as Alternate 1 of the Base Bid.
The project will be completed within 30 working days prior to October 15, 2015. A brief shut down of the Gurley Overpass will be necessary to install joint sealing material over the North Abutment. It was specified in the construction documents that closure is allowed only between the hours of 2 PM to 5 AM. We anticipate that only one closure will be required.

The bids were opened and read aloud by our Purchasing Division on July 9, 2015. S&S Builders provided the lowest bid for both the Base Bid and Alternate 1 with a total bid of $167,830.00. S&S's total bid was 9.6% greater than the Engineer's estimate and about 25% lower than the average of the three bids. S&S Builder's has indicated they are satisfied with their bid and have performed the previous repairs to the Gurley Overpass in a professional and timely manner. The funding for this project has been allocated from the 1% Optional Tax Account 201-10-05-419-70-47404. |
