The 3rd Street Plaza Project will consist of the full reconstruction of 3rd Street from South Gillette Avenue to South Kendrick Avenue.  The reconstruction will provide a convertible street/plaza area to host special events for the purpose of enhancing the public use of the downtown district.  The Plaza will host events such as art displays, craft and other themed festivals, and possibly farmers markets.

The reconstruction will include widened sidewalk areas, enhanced landscape/streetscape features, catenary street lighting, special sidewalk lighting, and continuations of the Gillette Avenue design theme.  The construction will include infrastructure that would facilitate future additions to the streetscape such as color LED rope lighting and an enhanced public address system.

The bid included the Base Bid Schedule and a Bid Alternate A which included a LED Rope Light system.

The project time allotted is 55 working days to Final Completion.

Sealed bids were received and read aloud by the City of Gillette Purchasing Division at 2:00 PM on June 25, 2015.  Three bids were received and are as follows:

No errors or irregularities were discovered in the bids.  Powder River Construction, Inc. submitted the lowest bid, but the bid received was greater than the funds available to complete the project. 

An adjusted scope of work has been negotiated with PRC, Inc., the apparent low bidder, that will remove from the project the modular barricade system, the fixed masonry seat walls, the plaza column light structures and foundations, and rope light cabinet foundations. The plaza column light structures will be replaced with the less costly pedestrian light poles and foundations, and the fixed masonry seat walls will be replaced under separate contract with the less costly modular benches which match those previously provided on Gillette Avenue. The construction will include the fixed elements of the modular barricade system that will facilitate the addition of the system at a later date.  Specific infrastructure to support the LED Rope Lights will also be installed, should this feature be desired to be added in the future.

The proposal attached from PRC, Inc. memorializes the reduced scope of work and will be included as part of the documentation necessary to establish the contract price of $909,786.90.
