SUBJECT:
Council Consideration of a Bid Award for the Potter Avenue Quiet Zone Improvements Project to S & S Builders, LLC, in the Amount of  $227,328.00 (1% and Wyoming Department of Transportation (WYDOT) Grant Funded Project).
BACKGROUND:
This project consists of installing 180 LF of 3’ concrete median as well as 346 LF of 30” concrete curb and gutter. Road items include earthwork activities to widen Potter Avenue along the east side with the installation of a 18” RCP culvert with flared end sections as well as installing 1,232 SY of 6” aggregate base and 1,130 SY of 4” asphaltic concrete paving to replace 400' of existing pavement.

This project is part of the WYDOT Quiet Zone Grant program which will provide a 50% match on all required improvements. Along with the City facilitated project described above, BNSF and WYDOT will be replacing the crossing gates and signal controls allowing the implementation of a Quiet Zone. The City will also be required to fund 50% of the BNSF/WYDOT facilitated project. This is the final railroad crossing within the City limits to receive the Quiet Zone designation.

The City facilitated project allows 30 working days to Final Completion.

Bids were opened and read aloud on August 13, 2015 with one (1) bid being received as follows:

Bids
S & S Builders, LLC     $227,328.00.

The Engineer's Estimate prepared by KLJ Engineering was in the amount of $204,391.00.

The unit prices provided by S&S Builders were comparable to other bids received during 2015 and KLJ recommends award to S&S Builders, LLC, the lowest qualified and responsible bidder.
ACTUAL COST VS. BUDGET:
The funding for this project has been allocated from the 1% Optional Tax Account 201-10-05-419-70-47403.

The Budget for the City's 50% match for the project is $400,000. WYDOT will invoice the City for 50% of the BNSF crossing/signal improvements which are estimated to be a total of $259,392.00 resulting in the City's share of $129,696.

Based upon the current project status, the total cost to the City for the project will be $274,832.
