Council Consideration of an Amendment to the Professional Services Agreement for Bidding and Construction Phase Services for Contract #2a of the Gillette Madison Pipeline Project, with Burns & McDonnell Engineering Co., in the Amount of $1,261,600.00.
BACKGROUND:
Burns & McDonnell Engineering Co. (B&McD) is the City's design engineer for this project.  During the regular City Council meeting on May 21, 2012, the City of Gillette approved a Construction Program Management and Control Services contract with B&McD for a 40-month duration in the amount of $1,788,991.00.  The May 2012 Professional Services Agreement did not include construction phase services for this particular pipeline construction contract.  Rather, the May 2012 agreement provides program management and document control services for the entire construction phase for costs not directly associated with each individual construction contract.  It was our intent at that time to award separate amendments to the May 2012 agreement to B&McD to coincide with the separate award of individual construction contracts during the 40-month construction phase period.

The construction contract for Contract #2a will include the drilling of three new wells into the Madison aquifer.  The wells will be composed of 16-inch casing to an estimated depth of 2,400 feet and 14-3/4 inch diameter through the Madison to an estimated depth of 2,850 feet.  The construction contract is scheduled to begin advertising on September 18th, 2015 and with an award date expected on October 13th.  The following contractors were prequalified through a formal prequalification process: Boart Longyear Co., Grosch Drilling Co., and Layne Christensen Co. 

City Staff recommends B&McD be retained to perform all necessary bidding, construction administration, inspection, materials testing, and other construction phase services directly related to construction Contract #2a for this project. City Staff recommends approval of the proposed Amendment for the proposed fee of $1,261,000.00.
ACTUAL COST VS. BUDGET:
The professional services fee of $1,261,000.00 for the construction phase services for Contract #2a is within the established budget for this phase of the project.  This amount is eligible for reimbursement from the Wyoming Water Development Commission through the 67% grant and the 33% loan we have with them.
