SUBJECT:
An Ordinance Creating a Program of Historic Preservation, and Creating an Historic Preservation Commission to Implement the Program Under the Certified Local Government Program of the State of Wyoming.
BACKGROUND:
Ordinance first reading:  7/0
Ordinance second reading:  6/0 (Councilman Kuntz absent)

This ordinance will create the Gillette Historic Preservation Commission to implement a Certified Local Government program for the City. As part of the ordinance adoption, Bylaws for the Commission will be adopted as an attachment to the ordinance. The Commission will allow the City to participate in various Historic Preservation Projects and apply for grants to finance those projects from the State Historic Preservation Office. The Commission will establish and maintain an official list of locally significant cultural resources that shall be titled “The Locally Recognized Historic and Archeological Sites of the City of Gillette.” Upon adoption of the official list by the City Council, sites listed could be nominated for inclusion on the National Register of Historic Places. The national designation, jointly proposed by the land owner and the City, would enable the owner to apply for Federal funding, if available, to help maintain and use his/her property while preserving its cultural and historic features. As part of the establishment of the Commission, it is recommended that the City appoint Charlene Busk, Mary Kelley, Kimberly Roesser and Robert Henning to the Commission to act for it according to the Bylaws. Their Member Profiles are attached which show their specific qualifications to serve on this Commission.
