SUBJECT:
Council Consideration of Amendment #1 to the Professional Services Agreement with MOA Wyoming, Inc., dba MOA Architecture, for Construction Administration Services for the Early Packages of the Gillette College Student Housing, Phase II, Project in the Amount of $47,400.00.
BACKGROUND:
The City of Gillette and Gillette College partnered to build the first phase of student housing on the Gillette College Campus in 2007. The first phase of student housing consisting of 100 beds was complete in 2009 and has been at capacity since it was first opened. The City and College are once again partnering to construct a second phase of student housing to provide additional on-site housing opportunities for Gillette college students.  

The project will include living quarters for approximately 140 students, a kitchen and dining hall, laundry facilities, office space for two employees, classroom/study room, custodial and storage areas, associated site work, and landscaping. The layout of the building and parking corresponds with the latest Gillette College Master Plan. The living units will house two students and have a “Jack and Jill” type bathroom facility between living units.  

The Design Development Phase is 100% complete and the design of the Construction Documents for the Early Packages including utility relocations, site grading, aggregate piers, and foundation system is 100% complete. In order to meet the schedule identified by Gillette College to open the facility in August of 2016, it is recommended that the Early Packages be awarded and construction begin on those project elements at this time.  

The proposed services by the MOA team includes construction administration and inspection of the Early Package work. The civil sub-consultant working for MOA will provide the necessary utility relocation and site grading inspection as well as coordination of construction testing with the materials testing firm. This amendment also includes services for AV/IT component design which was not included in the original design scope of the project. 
ACTUAL COST VS. BUDGET:
A Reimbursement Resolution was approved on April 14, 2015, to allow costs for the project to be eligible for reimbursement by proceeds from the release of Certificates of Participation issued by the Statutory Trust being formed to finance the Project.

The original contract with MOA Architecture was approved in the amount of $856,785.00. Should this amendment be approved, the current contract price would be $904,185.00.  

Funding for the project will be from the Special Projects Account #001-10-04-419-90-49004.

I move for Approval of Amendment #1 to the Professional Services Agreement with MOA Wyoming, Inc. dba MOA Architecture, for Construction Administration Services for the Early Packages of the Gillette College Student Housing, Phase II Project in the Amount of $47,400.00.
