Council Consideration of a Professional Services Agreement for Design and Bidding Services Associated with the Interstate Industrial Park L.I.D. Project with DOWL in the Amount of $233,000.00  (A portion of the project will be funded with 1% revenues).
BACKGROUND:
The Interstate Industrial Park Water District hired DOWL to evaluate their aging water system and to develop options for upgrading the system, including considerations for long term operations and maintenance.   After various options were presented to the Board and several members of the Water District, they decided to pursue the formation of a Local Improvement District (L.I.D.) for replacement of their entire system.

The project will include abandonment of the existing water well and water production facilities and a complete replacement of the distribution water system.  The new water system will meet current City of Gillette Construction Standards, be connected to the City system and would become City responsibility to operate and maintain once the improvements are completed and accepted. 

In conjunction with the water system improvements,  2nd Street and Conestoga Drive will be reconstructed.  These streets were considered for a Pavement Management System project in the past, however staff delayed these improvements until the water system improvements could be installed.  There will be efficiencies by combining the two projects together and completing them at the same time. 

DOWL's agreement will be for design and bidding services;  including geotechnical evaluations, surveying, and customary design activities.  The water system improvements will consist of the installation of approximately 5,900 lineal feet of new water mains and associated valves and fittings, installation of new fire hydrants, and the installation of new water service lines with meters, backflow preventers and pressure reducing valves.  There are 45 lots within the project area that will be served.   The street improvements will consist of the reconstruction of approximately 5,950 lineal feet of pavement within 2nd Street and Conestoga Drive.  Commerce Drive and Industrial Park Drive were reconstructed in 2011 with the Interstate Industrial Park Drainage project.

The design of the project and firmer cost estimates are required for the formation of the Local Improvement District.  This is one step of many for the formation of the L.I.D. and this formation process will influence the timing of the construction.
ACTUAL COST VS. BUDGET:
The conceptual cost estimates for this project are $1,403,000 for the water system improvements and $2,416,000 for the street improvements for a grand total of  $3,819,000.  These amounts include construction, engineering design, construction management, and a 20% contingency.  The design and bidding fees of $233,000 would be approximately 7.5% of the conceptual construction estimate.

The business owners will be assessed a portion of the overall costs associated with the water system improvements through the L.I.D.   A Drinking Water State Revolving Fund (DW-SRF) loan will also be applied for to help fund the new water system improvements.

The roadway improvements will be funded by the City's 1% Optional Sales Tax revenues, utilizing Pavement Management System Program funds.
