The construction contract for Contract #2a will include the drilling of three new wells into the Madison aquifer. The wells will be composed of 16-inch casing to an estimated depth of 2,400 feet and 14-3/4 inch diameter through the Madison to an estimated depth of 2,850 feet.
The City of Gillette publicly advertised and sought qualifications from well drilling contractors in February 2015, for the Gillette Madison Pipeline Project, Contract #2a. Based upon this solicitation effort, three well drilling contractors were prequalified.
· Layne Christensen Company
· Boart Longyear Company
· Grosch Drilling Company
Attached is a copy of the Morrison Mairele, Inc. (MMI) pre-qualification recommendation letter. The Wyoming Water Development Commission (WWDC) concurred with our engineer's recommendation. Also enclosed is a copy of WWDC's pre-qualification concurrence recommendation.
Following a lengthy regulatory permit acquisition period, the City of Gillette publicly advertised and sought bids from the pre-qualified bidders in September and October, 2015. A mandatory pre-bid meeting and pre-bid site inspection was performed on September 24, 2015. Grosch Drilling Company did not attend. On October 8, 2015, bids from Layne Christensen and Boart Longyear were publicly opened and read aloud. The bid results are as follows:
· Layne Christensen Company: $14,027,028.00
· Boart Longyear: $14,130,816.00
· Engineer's Estimate: $14,886,523.86
MMI provided bidding phase services for this project, which included a review of the bids. They found no errors in either of the bids. However, Boart Longyear included a page of discussion on what appears to be exceptions to various terms of the bid documents. Boart Longyear also did not include a copy of their Wyoming Water Well Drilling Contractors and Water Well Pump Installation Contractors License. MMI provided the attached recommendation for award to Layne Christensen. The WWDC has additionally provided the attached concurrence letter.
