A Public Hearing to Consider a Retail Liquor License Application Requested by Eischeid Investments, LLC, d.b.a. Chophouse Restaurant, Located at 113 S Gillette Avenue.
BACKGROUND:

Eischeid Investments, LLC, was selected by City Council at the October 20th Council Meeting to apply for the retail liquor license that became available with the mid-decade state census. 

Advertising took place on November 13th and November 20th.  No protests regarding this application were received and the Wyoming Liquor Division has accepted the application and supporting documents.

Brent Eischeid of Eischeid Investments, LLC, provided a letter agreeing to the following requirements for receiving the retail liquor license. 
    * A remodel in the approximate amount of $500,000 will be undertaken, utilizing only local subcontractors and suppliers to the extent possible to meet the timelines and construction specifications of the project.
    * The first phase of the remodel will include an outside bar in the parking lot area and outdoor seating in front of the business.  The construction of the outdoor seating in the parking lot will begin approximately April 15, 2016 and will be completed within 90 days of the start of construction.  The outdoor seating will be designed as a 3 season room, with approximately 100 useful days per year, by utilizing heaters, fireplaces, air curtains or other designs.  The South dining room remodel will be completed in 2016.
   * The second phase of the remodel will be the North dining room, the main entryway, and a full bar remodel.  This remodel will begin in January 2017 and will be completed before the end of that calendar year. 
      * At the request of the City Council, Eischeid Investments, LLC will make regular reports to the Council, and will immediately notify the Council of any known or anticipated time delays that may arise that would affect the timelines established in this letter agreement.

Eischeid Investments, LLC, understands the representations made during the presentation are a condition, imposed by the City of Gillette, upon the granting of the retail liquor license and have agreed to make these improvements to the property and acknowledge that the failure by Eischeid Investments, LLC, to complete the remodel may result in the possible termination of the retail liquor license. Additionally, they will relinquish the retail liquor license if they cannot comply with these requirements, and further acknowledge that if relinquished, they may not be able to obtain a new liquor license.

The current bar and grill license held by Luvero, LLC, d.b.a. The Chophouse, will be relinquished to the City upon approval of the retail liquor license. Also, ownership in Luvero, LLC, has changed. Richard Eischeid, Becky Eischeid, Brent Eischeid, and Chad Eischeid each have 25% ownership in Luvero, LLC.
