Council Consideration of a Resolution Approving and Authorizing the Final Plat for Pronghorn Ranch Phase III, Filing 1A, a Resubdivision of Tract O, Pronghorn Ranch, Phase 2, to the City of Gillette, Wyoming, Subject to all Planning Requirements.
BACKGROUND:
Pronghorn Ranch Phase III, Filing Number 1 was previously approved by City Council on February 4, 2013. In order to move ahead with construction, the owner has decided to break this subdivision down into two phases. This subdivision is in substantial compliance with the Preliminary Plat, which was also approved  by City Council.

Phase 1A will consist of 13.19 acres out of this 41.96 acre subdivision. 2.307 acres will be developed into 11 residential parcels. The remaining 10.347 acres will consist of Tract R, which is being reserved for future development. Any future development of Tract R will require this land to be platted and meet all applicable City requirements.

This development is located just south of Big Lost Drive. This subdivision is zoned R-1, Single Family Residential District and much of the surrounding land is currently vacant.  The average lot size in this development is 9,133 square feet. This is consistent with other lots that are generally found in the R-1, Single Family Residential District.

Lots in Phase 1A will have access off of Star Hope Drive, which will be extended from the Pronghorn Ranch Phase 1 Subdivision to the north. In order to improve the connectivity of this subdivision, Sawtooth Drive will eventually be extended so that it intersects Star Hope Drive. The street connectivity of the entire Pronghorn Ranch Subdivision is 1.47. This slightly exceeds the minimum requirements set by the City of Gillette Subdivision Regulation Standards.

During the construction of this subdivision, either a hammerhead turn-around or a circular 96 foot turn-around built to engineering specifications, must be installed where Star Hope Drive and Sawtooth Drive dead end. This will ensure that City and emergency vehicles have adequate access to the subdivision. Type III barricades must be installed at each temporary turn-around easement. 

 Many of the underground utilities for this subdivision are already in place. All necessary infrastructure improvements must be installed before this plat can be recorded or any Building Permits are issued. The applicant has indicated that it is intended to proceed under an unrecorded plat agreement with the City.

The Parks and Beautification Board approved the Preliminary Plat for this subdivision on December 13, 2012.  Based on previous land dedications, the board decided to exempt the developer from having to pay a park fee on 120 lots. As such, no park fee will be required for this development. Once this development is completed, the developer will have 109 remaining credits. The remaining credits will be transferred over to the next phase of this subdivision.
