| Council Consideration to Authorize the Mayor to Sign a Letter of Concurrence to the Wyoming Department of Transportation for the Bid Award for the Boxelder Road Extension Project from Hwy 50 to Overdale Drive (Urban Systems Project) and Approval of an Amendment to the Cooperative Agreement to Adjust Funding Distribution (Urban Systems Funding and 1% Funding). |
| BACKGROUND: |

The City has previously entered into a Cooperative Agreement for an Urban Systems Project with the Wyoming Department of Transportation for the 0.40 mile extension of Boxelder Road from Highway 50 to Overdale Drive. The County is in support of the project, however they elected not to participate in the project or fund any of the local match. The roadway will consist of a three lane section with a detached 5' sidewalk along the north side and a detached 10' wide pathway along the south side.
The City hired DOWL to design a 12"water main and an 8" sanitary sewer main to be included with the roadway improvements. Utility extensions are not eligible under the Urban Systems Program, therefore the City will be responsible to fund them. The installation of the water main and sanitary sewer main are included with the roadway improvements and will be managed by WYDOT as one large project.

| ACTUAL COST VS. BUDGET: |
The Cooperative Agreement identifies the responsibilities of both parties, including the funding. Through the program, WYDOT will pay 90.49 % and the City's share will be 9.51 % of the roadway improvements. The current Exhibit B used cost estimates to establish projected amounts for each agency. Once the bids are opened and evaluated, Exhibit B will be updated with the actual costs. This will apply to both the Cooperative Agreement for the roadway project and the Agreement for the utility improvements. The estimates for the roadway and utilities are attached for reference. The bids were opened by WYDOT on November 13.
Once WYDOT staff evaluates the bids and make a recommendation for award, the City will need to concur with the recommendation before the WYDOT Commission considers the award on November 20th. |
