SUBJECT:
Council Consideration for the Acceptance of Public Improvements for the Pavement Management System 2015 Schedule A Project, Installed by Simon Contractors, in the Amount of $1,121,829.75 (1% Project).
BACKGROUND:
The Base Bid and Additive Alternate 1 were awarded for this project.

Base Bid

The Base Bid included roadway reconstruction on East Boxelder Road from Energy Court near Highway 59 to east of Home Depot.  Within the base bid, water main valves and fittings were replaced, 200 feet of sanitary sewer was repaired and replaced, storm sewer inlets were reconstructed, asphalt paving was repaired, milled and overlaid.  The project replaced 5,500 square feet of sidewalk and added 4,250 square feet of new sidewalk along the south side of Boxelder from the Ramada Plaza to the east side of the Campco Federal Credit Union Site.  In order to maintain ADA compliance, a retaining wall was constructed adjacent to the Old Chicago property.

Additive Alternate 1

Additive Alternate 1 included water line repairs, concrete driveway apron and curb and gutter repair, asphalt patching and overlay within Energy Court.

Public Access and Night Work

The project was constructed while maintaining continuous two way traffic and access to businesses on and adjacent to Boxelder Road. 

The project had seven (7) nights where work was completed to minimize impacts to businesses.  The north half of Boxelder was paved during the night between 10 PM and 6 AM.  Additionally, there were 6 nighttime water shutoffs to replace water fittings, starting as early as 10 PM and as late (early) as 2 AM.

Simon Contractors and the consultant, Morrison-Maierle are to be commended for the extra effort to minimize impact to the public and accommodate the businesses. 

Schedule

With Additive Alternate 1, 105 working days were allowed to Substantial Completion, with an additional ten (10) working days to Final completion.  Five (5) days were added to the substantial schedule to compensate for additions to the scope and unanticipated site conditions.  The project experienced 8 weather days, and the contractor worked three (3) Saturdays. The project reached Substantial Completion within the allotted contract time.

The final completion period as allotted by the Contract was exceeded by three (3) days.  The contractor was assessed $3,000.00 in liquidated damages for the extra time it took to reach  Final Completion.
ACTUAL COST VS. BUDGET:
The project was awarded in the amount of $1,160,789.70.

There were four (4) change orders in the project resulting in the addition of five (5) contract days and a decrease in the awarded contract of $45,341.89.  The decrease in cost resulted from a combination of items including reductions in traffic control and flagging, asphalt patching and overlay quantities, and subgrade preparation quantities. 

The final contract price was in the amount of $1,121,829.76.

The project was funded through the 1% Optional Sales Tax Account 201-10-05-419-40-44331.

I move for the approval of the Acceptance of Public Improvements for the Pavement Management System 2015 Schedule A Project, Installed by Simon Contractors, in the Amount of $1,121,829.75 (1% Project).
