Council Consideration of a Transportation Alternatives Program Grant Agreement Associated with the Dalbey/Energy Sports Pathway Project, to Provide Federal Funding in an Amount up to $244,517.00. |
BACKGROUND: |
The Council approved the submittal of an application for a Transportation Alternatives Program (TAP) Grant though WYDOT at the July 7, 2015 Council Meeting to provide a walk/bike pathway between Dalbey Memorial Park and the Energy Capital Sports Complex along the Sinclair Street Right-of Way. This grant would provide 80% of the construction funding ($244,517.00) for improvements for this pathway. WYDOT reduced the amount awarded by $20,000.00 as a result of electing not to fund the proposed adjacent aggregate running path.
When complete, the pathway will provide a concrete surface .9 miles long, a pedestrian bridge across Donkey Creek and Rectangular Rapid Flashing Beacon at the crossing of Butler Spaeth Road. The City will fund the required matching funds for this grant from the 1% Sales Tax - New Walking Pathways Account. This agreement is required to accept the funding as proposed by WYDOT. Construction is anticipated to take place in late 2016 or in 2017.

ACTUAL COST VS. BUDGET: |
The estimated construction cost without inclusion of the adjacent running surface is $305,646.25. The funding breakdown includes $244,517.00 of Federal funding and $61,129.25 from Optional 1% Sales Tax funding. It is anticipated the majority of the project will be designed in-house.
