SUBJECT:
Council Consideration for the Approval of the County Minor Final Plat for the RTFO Subdivision, Subject to all Planning Requirements.
BACKGROUND:
The applicant is proposing to create a subdivision that will create two lots.

The Property is located south of Kluver Road and west of Garner Lake Road.  This plat will create Lots 1 and 2.  Three structures currently exist on Lot 2 and Lot 1 is vacant. Lot 1 is 19.052 acres and Lot 2 is 15.539 acres. This subdivision is currently a mix of land that the County has zoned C-3, Business Service District and R-R, Rural Residential District. If this plat is approved, each lot will have a separate zoning.  This property is located within one (1) mile of the existing City limits, which requires a joint City/County subdivision review process.

These lots will not be served by centralized water or sewer systems. They will be served by septic tanks and wells. In the event of a 100 year flood, the majority of these parcels will be inundated with water. Septic systems and structures will be required to have a minimum grade of two feet above the 100 year surface water elevation. Drainage easements are identified on the plat. Any additional structures proposed to be built in drainage easement in this subdivision will require the portion of the drainage easement that contains the structure to be vacated.  A subsequent grading plan will need to be reviewed and approved prior to any development. This will ensure adequate fill elevations are achieved.
