SUBJECT:
Council Consideration of a Professional Services Agreement for the Design and Bidding Services Associated with the Downtown Facilities Enhancement Project, with HDR Engineering, Inc., in the Amount of $41,655.00 (1% Project - 50%).
BACKGROUND:
The Downtown Facilities Enhancement Project will facilitate the addition of a public restroom to be located on the southwest corner of Kendrick Avenue and 3rd Street. This location is in the corner of City Parking Lot B and is convenient to the Gillette Avenue Business District and to the 3rd Street Plaza.

City staff plans to procure a modular construction public restroom structure that will have a men's side and women's side with three stalls in each one.  A prepared building pad with utilities to the pad will be required prior to the delivery and assembly of the restroom structure.

HDR's tasks will, in part, include the redesign the City Lot B parking lot to accommodate the restroom addition while optimizing parking spaces.  Preliminary design suggest that the number of spaces in this lot can be preserved while adding the restroom facility.  HDR will also provide a new grading plan, parking lot layout with curb and gutter, the plan for the restroom utilities, and ADA access to the restrooms from the Plaza and to the adjoining public walkways. 

These improvements are planned for the summer of 2016.
ACTUAL COST VS. BUDGET:
The fees for the design and bidding services of the Downtown Facility Enhancements will be $41,655.00.  The budgeted construction costs for this project is $554,508.50, A Wyoming Business Council Community Enhancement Grant has been received by the City in the amount of $275,000 .

The proposed local match will be funded by the optional Sales Tax Account 201-10-05-419-70-47401.

I move for the Approval of a Professional Services Agreement for the Design and Bidding Services Associated with the Downtown Facility Enhancement Project, with HDR Engineering, Inc., in the Amount of $41,655 (1%  Project - 50%).
