| Council Consideration of a Bid Award, as Adjusted per the Revised Scope of Work, for the Installation of a Temporary Traffic Signal at the Boxelder Road/K-Mart Approach to Windcreek Services, Inc., in the Amount of $98,895.00 (1% Project). |
| BACKGROUND: |
| This project includes work associated with the installation of a Temporary Traffic Signal (wood poles and span wire) at the intersection of Boxelder Road/K-Mart Approach. This access has had a history of traffic deloays and long been approaching warrants for a traffic signal. The current development of lot 6A, Block 1, which includes the Ruby Tuesday restaurant, La Quinta Inn, and ultimately a Best Western Inn, will generate the traffic needed to surpass signal warrants. Without the installation of traffic signal at this location, it would be expected that the increased delays to access Boxelder will result in accidents due to motorists trying to enter Boxelder Road. As part of Right-of-Way acquisition for the ultimate widening of Boxelder Road in this area, the City agreed to install a temporary signal at this location in exchange for a discounted price on the needed property.
The City received one bid on the project from Windcreek Services, Inc. The bid received was substantially above the engineer's estimate. Staff reviewed the bid and met with the contractor in order to bring the bid in line with the project budget. After discussion, Windcreek Services found that with better understanding of the work and expected scheduling of the project they could reduce their bid by $25,730.00. This change is to the Construction Signage and Traffic Control item which reduces part of the advance construction signage, length of time for Traffic Control, and will use more flag personnel instead of road closures and detours. The change order has been agreed upon with the contractor and will be executed by the City if the project is awarded. This will result in a Contract Price of $98,895.00. |
| ACTUAL COST VS. BUDGET: |
| Sealed bids were received and read aloud by the City of Gillette Purchasing Division at 2:00 PM on January 26, 2016. One bid was received as follows:
Bidder Windcreek Services Inc. - $124,625.00 Engineer’s Estimate - $ 73,728.00 No errors or irregularities were discovered in the bidding process. Windcreek Services, Inc., submitted the only bid. Other plan holders stated they were too busy to perform the work. The bid received was greater than the funds available to complete the project. After review of the work with City Staff and approach of their work Windcreek Services, Inc., was able to reduce the Construction and Traffic Control by $25,730.00. The City Engineering Division has prepared a Change Order to accept this change if the project is awarded by the City Council. |
