Council Consideration of a Professional Services Agreement for Phase I of the Implementation of PAVER Software for Overall Management of the City's Roadway System Infrastructure, with PERTAN, Inc., in the Amount of $100,028.00 (1% Project). |
BACKGROUND: |
The City's current software program for asset management for our street network is Carte-Graph Pavement-View. City staff elected to research optional software programs that would be more effective and compatible with our GIS software. It was determined that PAVER Software would meet these goals and would be less expensive for licensing, future upgrades and technical support than if we continued using the current software.
Letters of Interest were sent out to six consulting firms to provide services for this implementation. Staff narrowed the field down to three and requested formal proposals to aid in the selection process. PERTAN Group was selected by staff upon reviewing the proposals and holding interviews.

ACTUAL COST VS. BUDGET: |
The scope of work for Phase 1 consists of: Initial Program Setup Establishing Street Sections/Coinciding with GIS Sections Pavement Condition Survey - Inspection, Evaluating, Rating the Condition of Streets Run a Condition Analysis from Initial PCI Survey
The contract for these services is in the amount of $100,028. Funding is budgeted in the 1% Account for Pavement Management Systems, Account No. 201-10-05-419-40-44331.
Phase 2 - Additional tasks would provide for further development of the software program. These would include: Developing a Model Work Plan (Preventative Maintenance Program and Rehabilitation Strategies) Develop Prediction Models Additional Training and Continued PAVER Development Develop Last Construction Dates/Other Pertinent Data History Develop Local Maintenance & Repair Cost Tables
Funding for Phase 2 will be proposed in the upcoming budget for fiscal year 16/17.
