SUBJECT:
Council Consideration for the Rejection of all Bids for the School Zone Crossings – Phase II Project (1% Project and Wyoming Department of Transportation, Transportation Alternative Grant).
BACKGROUND:
The School Zone Crossings – Phase II Project is part of the Safe Routes to School plan and is a project to add traffic calming devices (neckdowns) and Rectangular Rapid Flashing Beacons at Sage Valley Junior High, Paintbrush Elementary and Prairie Wind Elementary. The project will also add Rectangular Rapid Flashing Beacons on Warlow Drive  across from Bicentennial Park, at the intersection of Kluver Road and Gurley Avenue. The Sage Valley neckdown will move the crosswalk at Wagon Trail Street to the south side of the intersection and improve the entrance and exit to the school parking lots. These plans have been presented to the Campbell County School Board and have been approved for construction.
ACTUAL COST VS. BUDGET:
Bid were opened and read aloud on February 23, 2016 at the City of Gillette Purchasing Division and three bids were received as follows:

 Bids
Powder River Construction, Inc., $255,906.96

Hladky Construction, Inc., $269,619.32

S & S Builders, LLC,  $280,820.20

Engineer’s Estimate,  $181,819.50

Funding available for the project includes WYDOT Transportation Alternatives Grant in the amount of $133,840 and remaining funding of $48,160 of matching/overmatch funds from the Optional 1% Sales Tax – Traffic Signals Account for a total project budget of approximately $182,000.

No errors or irregularities were discovered in the bidding process. Powder River Construction, Inc., submitted the low bid. The bids were higher than expected with increases in material costs for the Rectuangular Rapid Flashing Beacon Sign assemblies and the unit prices for the sidewalk drains.

Staff recommends the City Council reject all bids and allow staff to make necessary design changes and re-bid the project such that the project aligns with the funds available for construction.

SUGGESTED MOTION:
I move for the Rejection of all Bids for the School Zone Crossings – Phase II Project (1% Project and Wyoming Department of Transportation, Transportation Alternative Grant).
