| Council Consideration of a Bid Award for the Gillette Madison Pipeline Project, Contract #4E, to Garney Companies, Inc., in the Amount of $19,614,100.00. |
| BACKGROUND: |
The general work under this contract is a new 42-inch Transmission Line from the previously installed 42" pipeline at Pine Ridge to Moorcroft with a total length of approximately 12 miles. This pipeline will be on the west side of Highway 14 to the north side of the Belle Fourche River, at which point will follow the existing 30" Madison pipeline to the D Road. The pipeline will then follow the D Road to the interstate and will ultimately connect to the previously installed 42" pipeline along Highway 51.
The City Purchasing Division opened bids for the Gillette Madison Pipeline Project on March 2, 2016, at the City Warehouse. Four of the five pre-qualified contractors submitted bids. A detailed bid recommendation and tabulation is attached for your review.
Bid Results
1. $ 22,536,480.00 - COP Wyoming LLC
2. $ 19,614,100.00 - Garney Companies Inc. 3. $ 20,097,760.00 - S.J. Louis Construction, Inc. 4. $ 19,693,650.00 - Whitaker Construction Co.
Burns and McDonnell reviewed the bids and determined that Garney's bid had no errors, met the pre-qualification criteria, provided the lowest bid, and provided all the necessary documentation during the bid process. They provided the attached bid award recommendation for review. |
| ACTUAL COST VS. BUDGET: |
| The Engineer's Estimate at the time of bidding was $27,565,000.00. This project is eligible for reimbursement from the Wyoming Water Development Commission and will be paid for by 67% grant and 33% loan/CAP Tax.
