Council Consideration of a Bid Award for the Gillette Madison Pipeline Project Contract #6 to COP Wyoming, LLC, in the Amount of $1,924,432.00.
BACKGROUND:

This project consists of the furnishing and installing of a new 300,000 gallon water storage tank and associated piping and appurtenances.  The project was bid with a lump sum base bid for a welded steel tank with a welded steel dome roof and a bid alternate for bolted steel tank with an aluminum geodesic dome roof.  The base bid and alternate included inlet/outlet piping, overflow piping, drain piping, piping connections to the existing Gillette Madison Pipeline, tank appurtenances, electrical, instrumentation, controls, overflow discharge structures, general site work, site restoration, and all other incidental items required to complete a functioning system.

This project was advertised for bid on February 12th, 19th, and 26th, 2016.  A mandatory pre-bid meeting was held on February 23rd at the City West break room.  The City of Gillette Purchasing Division opened bids on March 2nd at the City Warehouse.

Below is a summary of the bids received:

COP Wyoming, LLC - Base Bid: $1,924,432.00 Alternate: -$22,985.00  
Mountain View Building, Inc. - Base Bid: $1,901,109.00 Alternate: -$33,000.00  

Mountain View Building, Inc., provided to the apparent low bid on this project, however, upon review of their bid, Burns and McDonnell determined that the following items were not satisfied as required in the Qualification of Bidders:

Article 3 E indicates that, “Only those bids will be considered which are submitted by Bidders who show satisfactory completion of work, of type, and size comparable to the Work required by these Bid Documents.”

Article 3 F states, “A list of comparable projects, including pertinent information and identification of the owners shall be submitted with the Bid.”

Article 3 G states, “Similar experience statements shall be included for the Tank Manufacture/Subcontracts named in the Bid.”

No experience was listed or confirmed by owners regarding steel tank foundations or steel yard piping and recommends that the project not be awarded to Mountain View Building, Inc.

A similar review was performed for the bid submitted by COP Wyoming, LLC, which revealed that they met the required qualifications.  Therefore, Burns and McDonnell and City staff recommend awarding the project to COP Wyoming, LLC.

The attached letter from Burns and McDonnell contains an analysis of the advantages and disadvantages between a welded steel tank and a bolted steel tank.  In summary, the cost savings in the bid alternate do not outweigh the long term costs associated with maintenance and repair of a bolted steel tank.

Therefore, Burns and McDonnell and City staff recommend awarding this project to COP Wyoming, LLC, for the base bid in the amount of $1,924,432.00.

ACTUAL COST VS. BUDGET:
The Engineer's Estimate at the time of bidding was $1,470,000.00 for the base bid and $1,440,000.00 for Alternate 1.  This project is eligible for reimbursement from the Wyoming Water Development Commission (WWDC), and will be paid for by 67% grant and 33% loan/CAP Tax, less the $22,985.00 difference between the base bid and alternate.  This $22,985.00 will be paid for by CAP tax.
