Council Consideration of a Bid Award for the Alley Pavement Management System 2016 to Powder River Construction, Inc., in the Amount of $334,596.25 (1% Project).
BACKGROUND:
The Alley Pavement Management System 2016 (16EN13) project includes rebuilding all or portions of three (3) alleys. The project will include approximately 2,100 SY of 6.5" & 7" PCC Pavement, 2,500 SF of miscellaneous sidewalk, driveway, valley gutter and fillet, and remove and install 333 LF of 8" sanitary sewer main and 12 services.
 
The Cloud Peak Alley portion is rebuilding two AC Pavement sections of the alley running from 5th Street to 6th Street between Gillette Avenue and Kendrick Avenue (approximately 200 LF) including removing and replacing several sanitary service Fernco saddle wye connections.

The Courthouse Alley includes rebuilding West 5th Street running east from Warren Avenue to the end at the alley and the alley running from West 5th Street to 4th Street between Gillette Avenue and Warren Avenue. The combined length of the alley and 5th Street is approximately 520 LF.  This portion of the Project will also include sidewalk and curb and gutter replacement along 5th St adjacent to the Parking Garage.  Also, 11 new bollards will be installed on the West side of the Courthouse.  These items were requested by the County.  The County will be paying for these components as they were outside the City's original scope of work of the City's project. 

The 3rd Street Alley includes rebuilding the alley running from 3rd Street to 4th Street between 4J Road and Rockpile Boulevard (approximately 340 LF) including removing and replacing the existing 8" sanitary sewer line.

An attempt has been made to contact all adjacent property owners either by mail, in person, or by phone.

Bids were opened on March 24, 2016 at 10:00 a.m. at the office of the City Purchasing Division, Central Warehouse, 800 N. Burma Avenue, Gillette, Wyoming.

Four (4) bids were received:
Powder River Construction, Inc.  $334,596.25
S&S Builders, LLC $344,339.70
Hladky Construction, Inc.  $346,656.00
GW Construction, LLC  $347,271.50

The project was designed by Bruce Engineering, Inc., Gerald Williams, P.E. Bruce Engineering, Inc. reviewed the bids and determined that Powder River Construction, Inc. is the lowest qualified bidder.  The work will be substantially complete in 60 working days and ready for final payment within 70 working days.
ACTUAL COST VS. BUDGET:
The Engineer's Estimate from Bruce Engineering, Inc. for Alley Pavement Management System 2016 Project was $386,642.00. The funding for this project has been allocated from the 1% Optional Tax Account 201-10-05-419-40-4431.

The costs for the County's requested items of work is $18,420.50.  The County's costs are included in the $334,596.25 bid amount and will be reimbursed to the City.

I move for the Approval of a Bid Award for the Alley Pavement Management System 2016 to Powder River Construction, Inc. in the amount of $334,596.25 (1% Project).
