Council Consideration of a Bid Award for the Base Bid plus Alternate 1 of the Pavement Management System 2016-Schedule C Project to S&S Builders, LLC, in the amount of $639,636.00 (1% Project).
BACKGROUND:
The Pavement Management System 2016-Schedule C includes construction in two (2) areas of 4th Street.  These two (2) areas include West 4th street from 4-J Road to Richards Avenue and East 4th street from Gillette Avenue to Emerson Avenue. This project will include the removal and replacement of all existing asphalt road surfaces and some of the concrete items (sidewalks, driveways, curb returns, valley gutters, and curb/gutter) in both of the areas on 4th street.  The bidding of this project included a Base Bid for the road surface to be replaced using asphalt and an alternate for concrete.
 
The Engineer's Recommendation and Bid Tabulation are attached for reference. 
ACTUAL COST VS. BUDGET:
Bids were opened and read aloud on April 27th, 2016 at the City of Gillette Purchasing Division.  Four (4) bids were received on the project.

The bid results are as follows:

After opening the bids, the Alternate option of using concrete for the road surface was a less expensive alternative to asphalt. The low bid was $639,636.00, which is 20% (or $159,837.75) lower than the Engineer's Estimate of $799,473.75. 

The overall budget for this project is $940,000.  This includes previous expenditures of $60,860 in design, and remaining expenditures of approximately $110,000 in limited Construction Management contract services, materials testing, construction staking, and project contingency.

It is recommended that the Alternate 1 option (concrete surface) of $639,636.00 be awarded at this time.

The project will be funded by the optional 1% Sales Tax Account #201-10-05-419-44331.

I move for approval of a Bid Award for the Base Bid plus Alternate 1 of the Pavement Management System 2016-Schedule C Project to S&S Builders, LLC, in the amount of $639,636.00 (1% Project).
