Council Consideration of a Bid Award for the Downtown Facilities Enhancement Project (Site Development) to Hladky Construction, Inc., in the Amount of $222,581.99 (1%  and Business Ready Community Grant Project).
BACKGROUND:
The Downtown Facility Enhancement Project includes the installation of a public restroom at 300 Kendrick Avenue (the southwest corner of Kendrick Avenue and 3rd Street, City Parking Lot B).  The project has been divided into two parts to accommodate the lead time for the construction and delivery of the restroom structure.  The first part was the acquisition of the Restroom Structure, the second is the Site Development.

The contract for the first part of the Downtown Facilities Project (Restroom Structure) was bid and awarded to Hladky Construction, Inc., who presented the lowest qualified bid.

The second part of the Downtown Facilities Project (Site Development) includes the installation of the underground utilities, construction of the structural pad for the pre-fabricated restroom structure, and the reconstruction and reconfiguration of City Parking Lot B to accommodate the addition of the restroom structure.

The contract documents specified that a Notice to Proceed will be issued no later than July 25, 2016.  We anticipate the restroom structure will be placed near the end of August or early in September.  The project was allowed 25 working days to substantial completion, which will make the site ready for the installation of the restroom structure, and an additional 15 working days to final completion, which will make the restroom and parking lot complete, and ready for use.  Without any weather or construction delays, this would make the facility available for use by the public on September 16, 2016.
ACTUAL COST VS. BUDGET:

Four bids were received and read aloud by the City of Gillette Purchasing Division at 2:00 PM, June 16, 2016.  The bid results are as follows:

No irregularities were discovered in the bids.  The lowest total of base bid plus the lowest paving option was used for bid selection, for a cost of $222,581.99 from Hladky Construction.  Hladky has been contacted and is comfortable with their bid. 

The previous Restroom Structure bid was awarded for $194,274.00, totaling $416,855.99 in bid construction costs for the project.  The total costs for the project, including design, construction, limited CM & survey, testing, tap fees, and contingencies are currently at $538,498.49.  The total budget for the project is $600,000.

This project has been awarded a 50% matching Business Ready Community Grant of up to $275,000.  This grant is shared and applied between all components of the project, including design, the Restroom Structure, and the Site Development.  The balance of the funding for this project has been allocated from the 1% Optional Sales Tax Account 201-10-05-419-70-47210.
