SUBJECT:
Council Consideration for the Acceptance of Public Improvements for the Gillette Madison Pipeline Phase III Rehabilitation Project, Installed by WBI Energy Corrosion Services, in the Amount of $536,807.50.
BACKGROUND:
The purpose of the "Phase III" Pipeline Rehabilitation Project was to install a cathodic protection system (CP System) on the existing 30-inch Madison Pipeline that was made electrically continuous as part of previous phases of this project.  The CP system is a series of deep-ground anodes with rectifiers installed at 5 to 6 mile intervals along the length of the entire 42-mile pipeline.  The new CP system provides additional cathodic protection for the new 42-inch metallic pipeline currently being installed, as well as the existing 30-year old pipeline facility.

This project is the last phase of the "Gillette Madison Pipeline Joint Bonding Project."  This project has consisted of multiple phases and has accomplished the following: joint bonding (welding copper straps across the joints, inside the pipe), installation of manway access vaults (to access the pipe), internal inspection, internal grout lining repairs, external coating repairs, and deep ground anode bed facilities.
ACTUAL COST VS. BUDGET:
There were three (3) change orders associated with this project that resulted in a net decrease to the contract by $10,682.00.  No changes were made to contract time.

Change Order 1 (+$5,064) - Changed the location of CPS #6 and added an electrical line bore at D Road.

Change Order 2 (+$8,253.50) - Paid for the cost to repair unmarked utilities.

Change Order 3 (-$24,000) - Final Quantity Adjustments

Sixty-seven percent (67%) the costs associated with this project were reimbursed from the WWDC through grant funding we have with them.

The remaining 33% was funded through the City's 1% Sales Tax Revenue.
