Section 14-31 of the Gillette City Code (adopted in 1974) generally prohibits anonymous, obscene, rude or harassing telephone calls. It also prohibits the use of a telephone to attempt to extort money or threaten physical harm to someone. As technology has changed, the means to initiate calls that would fall within this category has also changed to include text messages, cellular phones, electronic mail (email) and other electronic communication. The Police Department, City Prosecutor and Municipal Judges have all indicated a need to revise and update the current City Code in this regard. This amendment is intended to modernize the original 1974 version of the Code.
