SUBJECT:
TABLED ITEM:  Council Consideration of a Resolution to Accept Changes to the City Employee Handbook.
BACKGROUND:

The last revision to the City Employee Handbook was July 1, 2015. The proposed new City Employee Handbook includes revisions identified below:   

1. Updating list of Definitions with the addition of Holiday Work Week;

2. Updating the Overtime Rules in regards to eliminating one and one-half pay to all employees who are called back to work after the regular shift, with the exception of a Holiday Work Week; 

3. Updating On-Call Policy with the standby hours (on-call) defined as one (1) hour of pay at their regular rate, with the exception of a designated holiday in which the employee will receive two (2) hours of pay at their regular rate; 

4. Updating Compensation Upon Separation to agree with State Statue definition of final pay compensated by the next regularly scheduled payday;

5. Expansion to Performance Pay Increases for an employee who fails to achieve a satisfactory rating to include placement of that employee on a performance improvement plan or separation of employment with the City;

6. Revision to Workers' Compensation Policy by reducing the injury leave time frame from sixty (60) to thirty (30) days upon initial injury date;

7. Additional statement to the Workers' Compensation Policy in regards to the Employer obtaining all rights to accompany the employee at any or all physician appointments;

8. Changes to the City Employee Handbook includes revision that pertain to proofreading.

The Handbook Changes were reviewed by the City Handbook Committee between the months of March thru June, notice by electronic mail was sent to all City Employees. Once approved Human Resources will post the final City Employee Handbook on the COG.

The effective date of the Handbook will be July 1, 2016 due to budget approval.


ACTUAL COST VS. BUDGET:
Overtime policy changes, as well as On-Call reduction in hours will result in a savings to the overall City Salary Budget.
SUGGESTED MOTION:
I, John J. Aguirre, move for the approval of the Resolution to accept the changes to the City of Gillette Employee Handbook, effective July 1, 2016.
