| Council Consideration of a Professional Services Agreement for Increasing the Scope of Work for Phase I and Incorporating Phase II of the Implementation of PAVER Software for Overall Management of the City's Roadway System Infrastructure, with PERTAN, Inc., in the Amount of $45,961.00 (1% Project). |
| BACKGROUND: |

The City entered into an agreement with PERTAN, Inc. for Phase I of this project on March 1, 2016. The scope of work for Phase I consists of:
1. Initial Program Setup
2. Establishing Street Sections/Segments, Coinciding with GIS Sections/Segments
3. Pavement Condition Surveys - Inspection, Evaluating, Rating the Condition of Streets
4. Run a Condition Analysis from Initial PCI Survey
The Scope of Work for Phase II consists of:
5. Developing a Model Work Plan (Preventative maintenance program and rehabilitation strategies)
6. Develop Preliminary Prediction Models - Using Local Costs & Maintenance Strategies
7. Continued PAVER Development and Additional Training
8. Develop Last Construction Dates/Other Pertinent Data History
PERTAN has completed Tasks 1, 2 and 3 of the original scope of work in Phase I, they are currently working on Task 4. Due to budget constraints, not all of the City streets were included in the scope of work for Task 3 - Pavement Condition Surveys.
Staff anticipated needing to perform additional Pavement Condition Surveys to canvas the whole City in a future phase. A majority of these streets are in the recently annexed areas of Gillette.

| ACTUAL COST VS. BUDGET: |

The work to perform the additional Pavement Condition Surveys, Task 3 in Phase I is in the amount of $9,960.00.
The Scope of Work outlined for Phase II is in the amount of $36,001.00.
The combined amount for this Agreement is $45,961.00, for their services to complete this project. Funding in the amount of $75,000 is budgeted in the FY 2017 - 1% Account for Pavement Management Systems, Account No. 201-10-05-419-40-44331.
