| Council Consideration for the Acceptance of Public Improvements for the Gillette Youth Learning Center Renovation Project, Installed by Norton Construction, Inc., in the Amount of $863,119.50. |
| BACKGROUND: |
The City of Gillette has formed a partnership with the Campbell County School District and the Boys and Girls Club of Campbell County to develop a rehabilitation plan to renovate key systems in the 40-year-old building, previously home of the Lakeview Elementary School.
These improvements will allow the building to continue to serve the youth in the community as the new Gillette Youth Learning Center. This project will construct the necessary improvements to coincide with the Wyoming Business Council Community Facilities Grant as awarded to the City of Gillette.
The primary components of the facility improvements included; mechanical/HVAC upgrades, roof replacement, interior light fixture replacements, and sanitary sewer service upgrades including associated sidewalk replacement. Additional remaining funds also allowed for the change order of additional work to the project. These items included replacement of all drinking fountains and remodeling the main boys' and girls' restrooms.
The Contractor selection for the project included a competitive bid process in accordance with the Wyoming Business Council Grant guidelines. As a result of the bidding process, the City awarded the construction contract to Norton Construction at their May 5, 2015, Council meeting.
The initial scope of work for this project (project number 14EN19) proceeded on July 27, 2015. This work was substantially completed on November 18, 2015, within the terms of the Contract. Once approved by the Wyoming Business Council, the City, and the Boys and Girls Club, the additional scope of work proceeded on May 12, 2016, and was completed on June 30, 2016, also within the terms of the amended Contract. |

Funds for this project (project number 14EN19) are allocated in the Social Services Funding Account #001-10-04-419-90-49003.
The Gillette Youth Learning Center project funds are summarized as follows:
Funding Wyoming Business Council Community Facilities Grant = $867,670.00
Boys and Girls Club Match = $75,000.00
Total Budget = 942,670.00
Expenses Construction Original bid = $819,590.00 (new membrane roof, new lighting, HVAC upgrades, new sanitary sewer service)
Change Orders = $43,529.50 (misc. HVAC incidentals, downspouts, flatwork by west entrance, replace drinking fountains, upgrade main restrooms)
Final Contract Amount = $863,119.50
Architect Original amount = $77,100.00
Additional scope change = $2,333.90 (sewer televising, plans for change-ordered drinking fountains and restrooms)
Total professional services = $79,433.90
Total Project Expenses = $942,553.40 |
