On November 8, 2016, during the Council Work Session, staff was instructed to negotiate a contract with Western Waste Solutions, Inc. ("Service Provider") in order to implement residential curbside recycling collection. The Agreement, as negotiated, provides for the collection of aluminum cans, steel cans, plastic bottles bearing the universal recycling symbol, glass bottles and jars, and corrugated cardboard. Pickup will occur weekly in conjunction with regular solid waste pickup.
Both the City and the Service Provider are responsible for education and implementation of the program. Under the terms of the contract, the program does not go into effect until such time as at least 900 billable customers have been registered for the program. Upon receiving the appropriate number of customers, the Service Provider has 30 days in which to implement the program.
The City shall be responsible for billing and collection from customers registered for the program. The Service Provider shall be responsible for collection, sorting, and disposing of items collected in the program. The Service Provider retains the right to reject items in the case of contamination of the recyclable products, or in the event a resident has not enrolled as a paying customer in the recycling program.
The initial term of the Agreement is two (2) years, subject to annual renewals thereafter. However, either party may terminate the contract with the other upon thirty (30) days advance written notice.
