ITEM TABLED UNTIL JANUARY 2017: An Ordinance to Amend Chapter 9 of the Gillette City Code to Prohibit Mixing Yard Waste and Refuse and Rubbish and Providing New Regulations for Recycling |
| BACKGROUND: |
| ITEM TABLED ON DECEMBER 6, 2016: An ordinance has been drafted to clarify parts of Chapter 7 of the Gillette City Code, which regulates solid waste collection. Specifically, this ordinance prohibits placing yard waste in refuse containers and prohibits mixing refuse with yard waste in yard waste containers. In addition, this ordinance deletes language for the discontinued blue bag program and contains a new reference to the Campbell County Amalgamated Recycling Enterprise (CARE) for depot recycling. The first section of the ordinance alters the definitions of Refuse, Rubbish and Yard Waste to indicate that they describe different items. The second section amends the language that requires all refuse to be placed in containers to prohibit yard waste in those containers. The third section makes the same distinction for yard waste containers, to specify that only yard waste and not refuse or rubbish may be placed in yard waste containers and that yard waste may not be placed in solid waste or recycling containers. The fourth section deletes the language about the old curbside blue bag program and includes new language about the County’s CARE program. A copy of the ordinance in final form and one with changes highlighted are attached for review. |
