Council Consideration of a Professional Services Agreement for Design Services Associated with the Gurley Avenue Overpass Barrier Rehabilitation Project, with Consolidated Engineers, Inc., in the Amount of $37,883.00 (1% Project).
BACKGROUND:
Repair History

The Gurley Overpass was constructed in 1982 to create a separated grade crossing of the Burlington Northern Railroad tracks and Highway 14-16.  Minimal maintenance and repair was done until 1999, when the expansion device at midspan was replaced and the deck was resurfaced.  In 2010,  a project was completed that replaced bearing devices on the north half of the overpass, the center expansion device was replaced with an updated design, the north bridge abutment was stabilized, and the deck underwent significant repair.  

A maintenance plan was proposed at the close of the 2010 project to extend the life of the structure and to prolong the period of time between significant structural repairs.  In keeping with the general maintenance plan, the deck was sealed to reduce water infiltration and mitigate deck cracking in 2013.  In 2015, structural repairs were made to the pier beneath the expansion device.  This pier was damaged by water leaking through the expansion device prior to its replacement in 2010.  In 2015, water damage of the north abutment was also repaired.

Barrier Repair

The next goal for maintenance and repair is the bridge deck barriers.  The goal is to arrest the degradation and restore these barriers to extend the overall life of the structure.  This project will evaluate the existing condition of the barriers and develop a scope of work to repair and preserve them. 

Girder Splice Plates

The WyDOT Bridge Inspection program noted in the most recent inspection of the overpass drew attention to the presence of "pack rust" on splice plates causing some deformation of the plates.  They noted that this condition was not considered a critical deficiency, but recommended the rust be addressed before it worsens. 

Consultant Selection

Seven structural engineering consultants were invited to submit proposals to the City of Gillette to provide service for this project.  Of the seven, four of the firms have offices in Gillette.  Four firms responded.  Final selection was based on the firms capabilities, experience, proposed scope, and cost.

After review of the four proposals received, Consolidated Engineers, Inc., was selected based on past experience and knowledge of the overpass, availability of local experienced staff, and cost effectiveness. 
ACTUAL COST VS. BUDGET:
The fees are to evaluate the condition of the barriers, design remedial repairs, and to evaluate the girder splice plates.

The agreement for these services is in the amount of $37,883.00.  The funding for this project has been allocated from the 1% Optional Tax Account 201-10-05-419-70-47404.
