Council Consideration of a Resolution Initiating Annexation of a Tract of Land, Entirely Adjacent and Contiguous to the City of Gillette, Wyoming, Pursuant to W.S. 15-1-404, Known as the West 12th Street Annexation, Located in a Portion of Tract “A” of the New Baldwin Addition Subdivision, and Establishing a Public Hearing Date of April 4, 2017 to Consider the Proposed Annexation.
BACKGROUND:
One of the City Council's 2016 Goals was to implement the City's Growth Management Plan over the next three years.

Likewise, the City's Comprehensive Plan, adopted on November 19, 2013, identified the need for infill and strategic annexation(s) that promote compact and contiguous development patterns that encourage in-City infill and prevent sprawl in the Joint Planning Area.

As part of the FY 2016-17 adopted and amended budget, the Governing Body of the City of Gillette set-aside funding for the development of annexation plats for five (5) strategic annexation islands.  The West 12th Street Annexation Area is one of these five islands.

W.S. 15-1-404 establishes the procedure for which the Governing Body can initiate proceedings to annex territory.  The first step in this process is to establish a date, time and place for a public hearing to determine if the proposed annexation complies with W.S. 15-1-402.  The attached Resolution has been prepared to establish a public hearing for consideration of this proposed annexation on April 4, 2017, during the City Council's regular meeting starting at 7:00 p.m. in the City Council Chambers located at 201 E. 5th Street in Gillette, Wyoming.

Upon passage of the attached Resolution, City Staff will work with the City Clerk to prepare and distribute the required public hearing notices, landowner and utility company notices, and the Annexation Report.  The Planning Commission will review the West 12th Street Annexation request during their regular meeting on March 28, 2017, starting at 7:00 p.m. in the City Council Chambers located at 201 E. 5th Street in Gillette, Wyoming.  The Planning Commission will forward their recommendation and a summary of comments received from the public during their meeting to the City Council for consideration during the Council's April 4, 2017 meeting.

Staff recommends approval of the attached Resolution.
