Council Consideration of a Resolution Authorizing the Use of Professional Services for Construction Administration Services when the Project has Utilized Professional Services for the Design of the Project.
BACKGROUND:

During the 2016 Construction Season, the City utilized in-house staff to perform Construction Administration Services for four (4) projects that were designed by Consultants. This strategy was implemented as a result of the sudden, significant decline in sales tax revenues, not only in the General Fund, but also the Optional 1% Sales Tax Fund. At the time, it was unknown how long the trend of declining revenues would last.

 

As such, for the four (4) identified projects, Boxelder Road (Hwy 50 to Overdale Drive) Utilities, the Downtown Facility Enhancements, 2016 PMS Schedule "C", and 2016 Alley PMS, the City performed the lead role of Construction Administration. The Design Consultant was held on "retainer" to be available to answer any construction related questions about their design. The City also contracted services for Materials Testing and Surveying.

 

Based upon the results of the projects from a budgetary, schedule, overall final product, and survey responses gained from all parties involved in the City self performed Construction Administration Projects, the strategy was successful.

 

A debrief of this strategy was held with the City Council on January 31, 2017. Upon review of the past construction season, and after taking input from the Northeast Wyoming Contractors Association and from several local Engineering Consultants, it was determined that based upon the belief that Sales Tax Revenues seem to have leveled off at the "bottom" and are not continuing to decline, that Professional Services would be utilized for projects that were designed using Professional Services. The City will perform Construction Administration Services for projects designed by City staff.

 

A Resolution has been prepared to memorialize this strategy.
