BID IRREGULARITIES:
There were several minor errors discovered within the bids, but Morrison-Maierle consider all six to be responsive bids.
Hot Iron, Inc., Simon Contractors, and COP Wyoming, LLC, neglected to sign and date each page of the Bid Form, which is required by Article 15.03 of Section 00200 Instruction to Bidders. Additionally, Powder River Construction, Inc., did not include their total bid in written form required by Article 13.02 of Section 00200 Instruction to Bidders. These errors led us to classify each of these bids as informal. However, these bids appeared to meet all other requirements, and we do not recommend rejecting these bids.
All contractors submitted a Wyoming Residency Certificate. The 5% Wyoming Preference Act of 1971, W.S. 16-6-201, did not cause a change in the lowest bidder order.
All bids received appeared to meet all requirements. All forms were signed, sealed, used City of Gillette forms, and had bid bonds for the correct amounts. There were no mathematical errors within the bids.
CONSTRUCTION ESTIMATE:
The total construction cost for this project was estimated at $2,200,030.00 and was prepared by Morrison-Maierle. The low bid from DRM, Inc., was $1,445,974.25, approximately 33.1% lower than the Engineer's Estimate.
BUDGET:
Monies for this project have been budgeted from the 1% Optional Sales Tax Fund 201-10-05-419-70-47410 in the amount of $2,800,000.00.
CONTRACTOR'S REVIEW:
DRM, Inc., has no apparent problem with their bid.
