Council Consideration of a Resolution Certifying Compliance with W.S. 15-1-402 for the Extension of the Boundaries of the City of Gillette, Wyoming, and Annexation of a Tract of Land Known as the Country Club Lake Annexation Entirely Adjacent and Contiguous to the Present Boundaries of the City of Gillette, Wyoming, Pursuant to W.S. 15-1-404.
BACKGROUND:

The City of Gillette has initiated the annexation of a tract of land entirely adjacent and contiguous to the City of Gillette, Wyoming, pursuant to Wyoming Statute 15-1-404, known as the Country Club Lake Annexation.

During their regular meeting on December 20, 2016, the Governing Body of the City of Gillette approved Resolution No. 2595, initiating the annexation of 71.89 acres entirely adjacent and contiguous to the City of Gillette, Wyoming, pursuant to Wyoming Statute 15-1-404, known as the Country Club Lake Annexation.  A copy of Resolution No. 2595 and a copy the proposed Country Club Lake Annexation plat is attached.

This area is a logical extension of the City limits and will be serviceable.  The proposed zoning of the annexation area will be R-S, Suburban Residential Zoning District for the two (2), one-acre residential parcels located in the northeast corner and the northwest corner of the proposed annexation area and A, Agriculture District for the two (2), large, undeveloped parcels that include the lake area.  The City Council will make the final determination of the zoning districts at the time of annexation.  The Comprehensive Plan envisions the future land use to be residential with a mixture of agriculture for parkland use.

There is no significant City investment required in support of this annexation for water, sewer, streets, drainage or parks. Landowners within the proposed annexation area will be responsible for all costs associated with the extension of water, sewer, streets, drainage and other infrastructure improvements required at the time of development in accordance with City Zoning and Subdivision Regulations and City Design and Construction Standards.  Any future development or construction will be reviewed by the City and shall meet City standards.

Public Hearing Notices were sent via certified mail in accordance with Wyoming Statute 15-1-405 to all affected landowners and utility companies within the annexation area.  The public hearing notice was published in the Gillette News Record on February 27, 2017, and March 6, 2017.

Annexation reports were prepared in accordance with Wyoming Statute 15-1-402 and sent via certified mail with the Public Hearing Notice to all affected landowners and utility companies.

ACTUAL COST VS. BUDGET:

The City has budgeted $11,000 for the annexation plat development within FY 16-17, and estimates up to $16,000 will be necessary to extend City electrical service to the annexation area.  Funds necessary to extend City electrical service for this area will be requested as part of the FY 17-18 City Budget.
