CASE SUMMARY:
The City of Gillette has initiated the annexation of a tract of land entirely adjacent and contiguous to the City of Gillette, Wyoming, pursuant to Wyoming Statute 15-1-404, known as the West 12th Street Annexation.
CASE BACKGROUND:

During their regular meeting on January 17, 2017, the Governing Body of the City of Gillette approved Resolution No. 2600, initiating the annexation of a 4.75-acre tract of land entirely adjacent and contiguous to the City of Gillette, Wyoming, pursuant to Wyoming Statute 15-1-404, known as the West 12th Street Annexation.  A copy of Resolution No. 2600 and a copy of the proposed West 12th Street Annexation plat is attached.

This area is a logical extension of the City limits and will be serviceable.  The proposed zoning of the annexation area will be C-O, Office and Institution District.  The City Council will make the final determination of the zoning district(s) at the time of annexation.  The Comprehensive Plan envisions the future land use to be residential with a mixture of commercial and office/institution in support of other commercial, medical and education uses in the vicinity.

There is no significant City investment required in support of this annexation for water, sewer, streets, drainage or parks.  The City has budgeted $8,500 for development of the annexation plat. Landowners within the proposed annexation area will be responsible for all costs associated with the extension of water, sewer, streets, drainage and other infrastructure improvements required at the time of development in accordance with City Zoning and Subdivision Regulations and City Design and Construction Standards.  The annexation area is currently served by all City services.  Any future development or construction will be reviewed by the City and shall meet City standards.

Public Hearing Notices were sent via certified mail in accordance with Wyoming Statute 15-1-405 to all affected landowners and utility companies within the annexation area.  The public hearing notice was published in the Gillette News Record on March 10, 2017, and March 17, 2017.

Annexation reports were prepared in accordance with Wyoming Statute 15-1-402 and sent via certified mail with the Public Hearing Notice to all affected landowners and utility companies.  Attached separately is a copy of the Annexation Report that was sent to Czapla Properties, LLC.  Similar reports were prepared for each affected property owner and utility company.

CASE REQUIREMENTS:
The agent shall review all comments in ePlans and shall make changes accordingly pior to finalizing the annexation documents, legal descriptions and annexation map that will accompany the annexation Ordinance.
STAFF RECOMMENDATION:
City Staff recommends approval.
