Council Consideration of a Joint Resolution Between the City of Gillette, Campbell County, and the Town of Wright, Allocating Remaining BFY15/16 Funding Associated with the County Wide Consensus Block Grant Program.
BACKGROUND:

The original County Wide Consensus Funds allocated to Campbell County in BFY15/16 were in the amount of $4,713,575. Three (3) projects have previously been funded using the BFY15/16 County Wide Consensus Program as follows:

Campbell County Fire Station No. 3 Relocation - $3,984,660

Pine Tree Junction Fire Station - $150,000

Fire Station No. 9 Remediation - $250,000

The previous funding allocations left an unencumbered balance of $328,915.00 in BFY15/16 Funds in the Campbell County CWC account. The Fire Station No. 3 Relocation project has recently been completed and the final project costs were $597,164.95 less than the appropriated budget, resulting in a total unallocated CWC balance of $926,079.95 for Campbell County.

The Gillette City Council, Campbell County Board of Commissioners, and the Town Council of Wright met on March 23, 2017 and discussed the allocation of remaining BFY15/16 County Wide Consensus Funds allocated to Campbell County which are funded under Chapter 26, Section 324 and in compliance with Rules promulgated by the State Loan and Investment Board, Chapter 32.

The discussions resulted in presenting the following projects and associated funding for consideration in the Joint Resolution County Wide Consensus Block Grant Application:

Fire Station No. 9 Repairs (Phase II) - $250,000.00 (CC Joint Powers Fire Board)

Winland Industrial Park Improvements - $400,000.00 (City of Gillette)

Wright Street Projects - $75,111.00 (Town of Wright)

Campbell County Landfill Remediation - $200,968.95 (Campbell County)

The Governing Bodies further agree that any project savings or unused funds from the Fire Station No. 9 and Pine Tree Fire Station Projects will go toward funding the Campbell County Land Fill Remediation Project.

Campbell County is preparing the Joint Resolution County Wide Consensus Block Grant Application Form and will provide it to the City of Gillette for signature upon approval.
