A Public Hearing Related to the Submission of Application to the Wyoming Business Council Under the Business Ready Community Grant and Loan Program for a Community Readiness Project on Behalf of the Governing Body of the City of Gillette, Wyoming, for the Purpose of the Winland Industrial Park Improvements Project.
BACKGROUND:

The Winland Industrial Park area, comprised of the Winland, Lysle, and WCW Subdivisions, located near the intersection of Wyoming State Highway 59 and Southern Drive/Garner Lake Road, has been served by privately owned water, sanitary sewer, streets, and drainage systems since it was developed in the early to mid 1980's. The area was annexed into the City of Gillette in December of 2014.

In order for the City of Gillette to take over the private infrastructure for ownership and maintenance, improvements to the water, sewer, and drainage systems are required in addition to street improvements. Upgrades to the water system include looping the current master metered system to the City's adjacent systems to provide minimum fire flows, conversion from a master meter system to an individually metered system, and installation of additional fire hydrants. Sewer system improvements include replacement of deteriorated/damaged sections of sewer mains and sewer services. Drainage improvements include the installation of a new drainage outfall channel, and street improvements include replacement of pavement, curb and gutter, and overlays in less damaged areas.

The proposed improvements will allow opportunities for businesses in the park to grow and expand as well as make current underutilized/undeveloped lots more marketable to prospective buyers. The current infrastructure does not currently meet the needs for expanded business in the area.

The City of Gillette is assisting the Winland Industrial Park Landowners Association in the Grant Application to the Wyoming Business Council. The proposed grant request is in the amount of $2,100,000. The City of Gillette, Campbell County, and the Town of Wright have agreed to allocate $400,000 of Countywide Consensus Funds towards the cash match required for the project, bringing the estimated total project costs to $2,500,000.
