Council Consideration for the Acceptance of Public Improvements for the Gillette College Student Housing, Phase II Project, Installed by Van Ewing Construction, Inc., in the Amount of $10,701,155.30.
BACKGROUND:

The Gillette College Student Housing, Phase II project was constructed through a Construction Manager At-Risk (CMAR) contract. It was designed by MOA Architects and is the second student housing project undertaken by the City of Gillette in partnership with Gillette College. The first phase of Gillette College Student Housing saw the establishment of the Tanner Village Apartments. This second phase was undertaken in an effort to contribute to the intellectual, cultural, and social advancement of the community and its individuals; further enhance the housing options at the College to amplify student life on campus; and to reinforce the College's mission of creating an environment for student success.

To that end, the Gillette College Student Housing, Phase II project included the installation of:

  • a new 3-story aggregate-pier-foundation housing facility of 140 beds in a double suite, double occupancy configuration along with associated residential community spaces, residential life staff offices, study spaces, laundry facilities, and other required building support spaces;
  • a dining hall - designed to seat approximately 200 and serve over 400 for any one meal - and a full-service kitchen which are a portion of the structure and projected to service the entire campus for at least the next 10 years;
  • a concrete parking lot (installed through cooperation with Campbell County's Education and Activities Center, or the Pronghorn Center, project);
  • the associated landscaping and irrigation system;
  • a relocated water main and associated appurtenances; and
  • a new sanitary sewer manhole.

The City accepted Van Ewing Construction, Inc.'s "Early Package Guaranteed Maximum Price" in the amount of $843,116.00 and a Notice to Proceed was issued on September 21, 2015. The early package was issued in an effort to speed the project along, allowing Van Ewing Construction to secure materials with long lead times and to start the foundation work. A Guaranteed Maximum Price was later accepted for the remainder of the work and the contract was amended to the amount of $10,599,908.00.

The project was substantially complete on January 10, 2017 and students moved into the housing on January 14, 2017 for the Spring Semester of the 2016/17 school year.

ACTUAL COST VS. BUDGET:

The budget for this project was in the amount of $12.5 million and costs of the project came in under budget at $12,489,341.55. The cost breakdown of the project is as follows:

  • CMAR Contract = $10,701,155.30
  • Architect (Design and Construction Services) = $1,303,185.00. (The remaining obligation under said contract amount is $50,090.11 with a final invoice expected at the end of June. It is anticipated this amount will not be fully expended.)
  • Parking Lot = $405,000.00
  • City Plant Investment Fees: $49,649.00.
  • Testing Services = $30,352.25

Grand Total: $12,489,341.55

The original CMAR contract with Van Ewing Construction, Inc. was in the amount of $10,599,908.00 and the final amount was $10,701,155.30, after eight change orders totaling $101,247.30. These changes included revisions to the foundation, addition of  a 4" electrical primary conduit for future electrical expansion, revisions to the mechanical and communication systems, fire proofing the steel beams, additional floor structure, relocation of a bathroom, changing light fixture types, and revisions to electrical and plumbing.

Funding for this project was financed through Certificates of Participation via Zion Bank, Denver, Colorado, working out of account 001-10-04-419-90-49004.

I move for Approval of the Acceptance of Public Improvements for the Gillette College Student Housing, Phase II Project, Installed by Van Ewing Construction, Inc., in the Amount of $10,701,155.30.
