Council Consideration of a Bid Award for the Base Bid and Alternate 1 for the Parks Maintenance Facility Parking and Shelter (Old Fire Station #3) to Van Ewing Construction, Inc., in the amount of $260,060.43 (1% Project).
BACKGROUND:

The former Fire Station #3 located at 800 Edwards Street has recently become the Parks Maintenance Facility as a result of the completion of construction of the new Fire Station #3 located on Wenger Drive.  This project will include the reconstruction of the parking and driveway for the facility, the addition of public parking for Dalbey Park with ADA accessible parking stalls and access walkway, the addition of a new 30 foot by 40 foot picnic shelter, and the addition of an ADA sidewalk through the driveway opening to Edwards Street.

Bid Opening

The City received three bids, and all three bids are considered to be responsive, while one bid contained a math error in the extension of total cost for the asphalt pavement option.

The award of the project will be the lowest Total Base Bid which is the Base Bid plus the least expensive Pavement Option (asphalt or concrete).

 

*Van Ewing had a multiplication error on Pavement Alternate 1 - 6” Plant Mix Asphalt. The total price for this item on Van Ewing’s bid form was $86,823.53.  The actual Total Price, using the Unit Price of $44.08 /SY is $85,427.04, a reduction of $1,396.49.  With this correction, Van Ewing’s Total Base Bid is $260,060.43.  The contractor has been contacted and concurs with the amended bid amount and is satisfied with their bid.

 

The Additive Alternate for Landscaping does not fit within the project budget, as such the Parks Division will pursue opportunities at a later date to landscape the west side of the site adjacent to Highway 59.

 

The Contractor will have 35 working days to achieve substantial completion with an additional five (5) working days to achieve final completion.

ACTUAL COST VS. BUDGET:

Van Ewing Construction submitted the lowest bid.  They had a minor math error as discussed above.  Van Ewing Construction's corrected bid amount is 1% higher than the Engineer's Estimate and 13% less than the high bid. The total project based upon the bids is within the overall budget for the project.

The funding for this project has been allocated from the 1% Option Tax Account 201-10-05-419-70-47311.

I move for Approval of a Bid Award for the Base Bid and Alternate 1 for the Parks Maintenance Facility Parking and Shelter (Old Fire Station #3) to Van Ewing Construction, Inc., in the amount of $260,060.43 (1% Project).
