This project is the first phase of the new pathway between Dalbey Park’s existing pathway and Gillette College. The project will consist of completing a boardwalk across the wetland that was improved on the east side of Highway 59 under the Gillette Fishing Lake - Sediment Forebay project (09EN03), and reconstruction of the existing pathway under the Highway 59 bridge to provide proper pedestrian clearance. The project will also include approximately 200 feet of additional pathway on the west side of Highway 59, through the wetlands and to the banks of Donkey Creek, where it will eventually extend further west to Gillette College.

This contract is to provide City staff with assistance in the design and development of permitting and construction documents, and working with state and federal agencies for the permitting to allow for this work. This cost also includes partial Construction Management services for the inspection of the helical pier construction for the new boardwalk. 

The WYDOT Transportation Alternatives Program (TAP) grant is providing 80% of the funds for this project. Construction for this project is scheduled to take place in 2018.

The City’s 1% budget has $412,000.00 set aside for this project (1% Fund, Bike and Walking Pathways, 201-10-05-419-70-47406 ). 

Since this is a WYDOT TAP grant project, the cost is split 80% federal funds and 20% City funds. The City must pay all of the costs during the project and WYDOT will reimburse the City for the federal share.

 The cost for this contract for professional services is $71,000.00, of which, approximately two-thirds is estimated for costs associated with work related to permitting through the state and federal agencies. 

I move for Approval of a Professional Services Agreement for the Design, Bidding, and Construction Management Services Associated with the Dalbey Park to Gillette College Pathway – Phase 1 Project, with HDR Engineering, in the Amount of $71,000.00 (WYDOT TAP Grant and 1% Project).
